Governance
The published rules by which the Centre selects, reviews and audits itself. Nothing here is decided behind closed doors.
Selection
Admissions are reviewed against published eligibility, readiness and cohort-fit criteria by at least two reviewers. Anyone with a personal, professional or political relationship to an applicant must declare it and step out of the decision.
Progress
The four journey phases and the evidence expected across them are published in detail on The Ladder. Progress reflects a living practice—from orientation and capability to practice and public impact—not an accumulated title.
Audit
A rotating review team checks a sample of field records each month. Unsupported claims are removed, repeated failures can reduce a Ladder level, and members may appeal with additional evidence to an independent reviewer.
Decision-making structure
The Centre sets learning, safeguarding and audit standards. Programme leads manage delivery, district teams coordinate local work, and members hold increasing decision rights as they demonstrate reliability on the Ladder. Higher levels do not reclaim decisions formally delegated below.
Grievance & safeguarding
A published code of conduct, a named grievance officer, and an SLA on grievance@. Safeguarding concerns are handled by the designated grievance team.
