Today, who rises in Tamil Nadu politics is too often decided by who you know: a family name, a caste network, a late bargain over tickets. Capable people who already do the work in their wards — solving problems, organising neighbours, helping others reach public services — have no published route to recognition.
We are working toward a different default. By the 2031 election, we want a person from any ward, with no political family behind them, to be able to read exactly how they would rise, do the work that earns it, and hold a verified record to show for it. And we want that path to have produced leaders who are present in every ward and who bring others up behind them.
Three commitments carry that ambition.

- Keep every programme free to attend.

- Treat women and under-35s as named priority groups, and say plainly when we fall short.
- We will report
- Each cohort's make-up — women, under-35s, and people from families with no prior political office — set against the aim we published before the cohort began.

- People trained: participants who complete the attendance requirement, taken from cohort records.

- At the close of every cohort, and in each annual report.
A trained, named and accountable leader in every ward of Tamil Nadu.

- Build coverage district by district, ahead of the 2031 Assembly election, starting where we can verify it.
- Count a ward as covered only when its leader is trained, named and active. A name on a list does not count.
- Show uncovered wards as uncovered on a public district map, instead of rounding them away. A movement is not the size of its list.
- We will report
- Ward coverage by district, with the map, so anyone can see where we are present and where we are not.
- How we count it
- Ward coverage: wards with an active trained leader, confirmed by district verification. Coverage claims are audited before they are published.
- When
- Annually, by district.
Leadership matters most when it creates more leaders.
- We commit to

- Aim for a leader reproduction rate above 1.0 — more than one new leader developed per existing leader each year — because above 1.0 the movement compounds.
- Credit mentoring only when the person mentored reaches their own milestone, so no one rises without lifting someone else.
- Publish the rate with its method, including in any year it falls below 1.0.
- We will report
- The leader reproduction rate, active mentoring relationships, and verified movement between Ladder levels. Only aggregates and named roles are public; individual scores stay private.
- How we count it
- Mentoring relationships: active mentor–mentee pairs, confirmed at milestone review. Leadership progression: verified movement between Ladder levels, from audit records.

- Mentoring each quarter; reproduction rate and progression each year.
Five years, in four stages.
Before we start
Publish the Ladder rules, the measures and definitions on this page, and the target for each measure before any cohort begins.
Year 1
Run our first cohort. Report who joined, who completed, and the first quarterly mentoring figures. Publish our first annual impact report after a full year of activity.
Years 2–3
Extend district by district. Report ward coverage by district and the first verified movement up the Ladder.
Years 4–5
Work toward a trained, named leader in every ward, and leaders who are ready and visible ahead of the 2031 election. Review the reproduction rate in public.
We do not measure success by tickets or seats won. We measure whether people are ready, present in their wards, and bringing others up behind them.

Targets before results
For each measure above we publish the target before a cohort begins, so results cannot be judged after the fact.
One source for every number
A figure is the same wherever it appears on this site. No number is written into a page by hand.
Verified before published
Coverage claims and alumni roles are checked before they are shown.
Shortfalls stay in
Where a programme did not produce the follow-through we intended, we record it and say what we changed.
What we will be watching for.
Attendance is not leadership
Attendance is easier to measure than durable leadership. We separate participation from verified field activity, and publish the definitions we use.
Numbers can flatter
A coverage figure can be inflated and a score can be gamed. That is why claims are audited before publication and uncovered wards stay visible on the map.
Early reports will be modest
Our first reports will tell you who joined and what they did — not yet who led. Leadership shows over years, and we would rather report that honestly than rush a result.
Quarterly on mentoring. Yearly on everything.
Mentoring figures will be published each quarter. A full public report, combining outcomes, methods and lessons in one place, will follow our first full year of activity and then every year. Until then, the annual report page will say so.
