A panchayat is a rural local-government body responsible for services and decisions close to everyday life. Its exact powers depend on state law, but commonly include local roads, sanitation, water, public assets and community development.

The elected council sets priorities and approves decisions, while administrative officers manage records, implementation and coordination with higher levels of government. Residents can participate through gram sabha meetings, petitions, public records and direct engagement with representatives.

Before raising an issue, identify which level of government owns it, gather clear evidence and ask for a specific remedy. Keep a written record of submissions and follow-up dates so responsibility remains visible.
